PRIMARY FUNCTION:

The Corporate Director of the Information Technology (IT) project management office (PMO) is responsible for the overall project management function, providing leadership, coordination and management of the PMO processes and functions. The person in this role will manage the project management organization within the Christiana Care Health System Information Technology Department. This responsibility includes ensuring that projects are initiated, planned, executed, controlled, and closed out per procedures and standards. Develop and maintain program and project management processes, procedures, and standards as needed. Serve as the resource manager for project managers and program managers, assign to projects, and balance workloads as needed. Ensure personnel assigned to projects execute project activities and achieve defined project requirements in a manner consistent with the approved project management plans and requirements. Works with the Vice President of IT Strategy and Portfolio Management to ensure that IT Governance is aware of and able to provide guidance on risk, resource and issue mitigation. Provide ongoing oversight of work/resource integration across the IT project portfolio. Ensure integration and sequencing of work to optimize the portfolio.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Directs large teams, or multiple large teams, of individuals, staff and leaders, including managing recruitment, retention, staffing plans, performance accountability, and annual performance management reviews.

  • Provide ongoing PMO leadership, vision; ensure PMO accountability and consistent delivery of high- quality project management services to improve business performance and efficiencies and/or complete key strategic initiatives.

  • Partner with Senior Management in the long-term planning and prioritization of key strategic programs, projects, and initiatives.

  • Oversee demand management processes to ensure prioritization, deployment, and management of Project Management resources for a full complement of projects (at any stage of lifecycle) of varying scope, type, and complexity.

  • Ensure key departmental performance metrics are defined and achieved to support an overall commitment to continuous improvement (project definition cycle time, on-budget, on-time, etc.)

  • Represent the PMO at CCHS forums, inter-departmental teams/committees, and externally as needed or directed.

  • Partner with internal teams and outside vendors/consultants where appropriate to ensure proper coordination, resource allocation, cost control, and service level compliance.

  • Develop a long-term vision and build-out plan for the PMO function to scale with the business.

  • Creates team structure to maximize efficiency and effectiveness, and manages individuals/team through changes necessary to improve that structure

  • Works closely with champions, sponsors, stakeholders, and IT staff to create strategy, approach, sequencing, and timeline for projects and programs, focusing on clinical/business process improvements.

  • Helps to resolve barriers and conflicts (resource, timing, financial, sequencing) between multiple projects and project teams. 

  • Resolves issues before they become barriers to successful project implementations.

  • Develops and maintains effective lines of communication and relationships with IT leaders and staff, and appropriate CCHS leaders and staff to ensure IT department is delivering effective and efficient projects and services.

  • Provides and presents organizational communication and education related to the areas of responsibility.  

  • Ensures communications are consistent and coordinated.

  • Leads organizational and departmental performance improvement activities

  • Develops and manages budget for areas of responsibility.

  • Manages vendor relationships within areas of responsibility.

  • Identifies and pursues opportunities for continuing professional development to increase understanding of assigned areas, information technology direction, and healthcare direction.

  • Provides intake mechanism for organizational ideas and leads the champion/sponsor through the initial stages of the project management methodology, to position the project for approval, and coordinate the handoff to the appropriate project manager.

  • Prepares for, coordinates, and chairs the project/program advisory, decision-making, and steering committees, including an emphasis on a multi-disciplinary approach.

  • Negotiates contracts with external vendors for services and products and monitor delivery of contractual obligations

  • Performs other duties as required.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • 10+ years of project/resource management experience with an emphasis on experience with large, multi-disciplinary, complex projects, programs, systems and/or teams.

  • Bachelors degree or commensurate experience in a discipline related to the assigned area.
